Examines what it means to cultivate demand for the arts why it is important to do so how it can be done though broad based arts learning and what state arts agencies and other policymakers in both the arts and education can do to make it happen. We have proposed that healthy demand for the arts is critical to a vibrant nonprofit arts sector that demand is stimulated by a certain kind of arts learning and that arts policies focused on supporting the supply of and access to works of art are not sufficient for developing demand for the arts. Cultivating demand for the arts58 arts learning arts engagement and state arts policy wfpageoverview this rand study offers an alternative view of how to expand arts audiences expand demand for the arts through better arts education. Arts learning in the community which is offered to school age children by arts organizations community service organizations and community schools of the arts both after school and on weekends most of these programs focus on art making and performance arts learning for adults consists of three components. Second they describe the infrastructure for arts learning in terms of the amount and type of learning available to youth and adults through public schools universities and community organizations third they examine how state arts agencies saas allocate their resources in support of supply access and demand
